At its heart, the Title I Capacity Building Initiative is a statewide support system designed to help Texas schools get the most out of their federal funding.

We act as a bridge between the Texas Education Agency (TEA) and education service centers (ESCs) across the state. Our mission is to ensure that every administrator has the tools, training, and guidance they need to manage federal programs effectively and ethically.

What We Do
We provide specialized resources and technical assistance for several key areas, including:

• Title I, Part A & Part D: Programs focused on helping students from low-income families and those who are at-risk or in neglected/delinquent settings.
• Private Nonprofit (PNP) Equitable Services: Ensuring eligible students and teachers in private schools receive their fair share of federal support.
• Grant Integrity: Helping schools navigate complex fiscal rules and regulations to ensure grant funds are used correctly and transparently.

Our work is driven by a clear vision: to improve student achievement. By providing clear guidance and promoting "best practices," we help schools align their federal spending with strategic priorities that directly benefit Texas students.

In short, we handle the complexities of federal compliance so that schools can focus on what matters most—teaching and learning.

While the initiative is designed to support Education Service Centers (ESCs), the resources and tools housed on the website can be useful to school system administrators as well.

Success deserves a spotlight! We highlight the National ESEA Distinguished Schools in Texas to showcase campuses that have closed achievement gaps or demonstrated exceptional student performance. These schools serve as models of what’s possible when Title I resources are used effectively.
